Once the procedural matters on the CR are resolved, it leaves room for Thune to file cloture as soon as tomorrow (increasingly the expectation), which would put a potential Clarity Act vote on the schedule 30 hours after he files. Again, how this all shakes out is anyone’s guess given the bill’s outstanding issues, which include the lack of a bipartisan ethics agreement (still silence from the White House) and disagreements still brewing over the BRCA, but I’m hearing from a lot of folks that at this point there’s also a desire just to get members on the record, even if the bill fails.
